Antulio Mazariegos bought four tickets in the last six months. Last November he won a $1 million Scratchers ticket. He purchased two more to try his luck and won again. He got lucky twice $1000 and $600. After he turned those tickets in, Mazariegos, the lucky man, tried his luck again buying four California Black Premium Scratchers, the California Lottery announced Friday.
And he won again. The shocking $5 million from the Scratchers ticket was his fourth and biggest prize. Mazariegos is not in a hurry to reveal his secret and said that he just likes playing the game and can’t specify what exactly is causing his lucky streak.
The last ticket was purchased in a Liquor Bank, located at 16926 Vanowen St Van nuys. The lottery spokesman said that the shop would get $25 thousand for selling the winning ticket.
The Scratchers Lottery was created by a ballot measure, Proposition 37, which was approved by 58 percent of voters on Nov. 6, 1984. The Lottery Act gave the Lottery a clear mission: to provide supplemental funding for public schools and colleges.
In April 2010, the Legislature passed Assembly Bill 142, which changed the Lottery’s funding formula to follow best practices. Now administrative expenses are 13 percent of sales while requiring that 87 percent of the sales go back to the public in the form of prizes and contributions to education.
