Two Men Charged With Raping a 13-year-old Girl They Met Online, Separately

Two men are accused of sexually abusing a teenage girl they separately met online on a dating site. Investigators believe there may be additional victims and would like to speak with anyone with information on these cases, officials said in a statement.

Concerned parents notified detectives that their teenage daughter had been engaging in sexual contact with adult men in January. The intensive investigation lead to arrests in two different counties.

Along with the images, the girl's dad also found sexually explicit text message exchanges and web browsing history that showed the girl had visited SeekingArrangments.com, a website dedicated to connecting women with "Sugar Daddies" — men who provide gifts and often financial help in exchange for companionship, which is typically considered sexual in nature.

The investigation leaded detectives to Christopher Ian Iverson, a 50-year-old, who was arrested at his home in north Portland, on June 27, 2018.

If convicted, Iverson faces 136 years in prison and fines. He was charged with the following crimes:

  • Rape in the First Degree – up to 20 years imprisonment;
  • Rape in the Second Degree – up to 10 years imprisonment;
  • Attempted Rape in the Second Degree – up to five years imprisonment;
  • Sodomy in the First Degree – up to 20 years imprisonment;
  • Sodomy in the Second Degree – up to 10 years imprisonment;
  • Using a Child in Display of Sexually Explicit Conduct – up to 20 years imprisonment;
  • Sexual Abuse in the First Degree – up to 10 years imprisonment;
  • Strangulation – up to $6,250 fine and/or 1 year in jail;
  • Purchasing Sex with a Minor (two counts) – 2*up to 10 years imprisonment;
  • Luring a Minor – up to five years imprisonment;
  • Online Sexual Corruption of a Child in the First Degree – up to 10 years imprisonment;
  • Online Sexual Corruption of a Child in the Second Degree – up to five years imprisonment.

Iverson was booked into the Multnomah County Jail, where he remains. The judge set bail at $1,547,500. This case will be prosecuted by the Multnomah County District Attorney’s Office.

Iverson, who police say runs RepWarrior.com — a site that helps to hide personal, typically negative content from online search engines — was one of the many individuals with whom the girl had reportedly communicated.

Iverson has been a registered sex offender since a 2014 Jackson County conviction for third-degree sexual abuse and delivery of marijuana to a minor, Oregon court records show. In that case, he admitted to sexually abusing a girl when she was 14 and 15 in 2010 and 2011 and giving her 2 grams of marijuana. He was sentenced to one year and eight months in prison.

Texts between the girl and Iverson showed he claimed he'd bring ecstasy when they met, that he later offered to "start a new life" with her and give her an allowance, documents said. The girl told investigators that the two had sexual contact once also in January and that he'd choked her during the encounter.

Iverson was on parole when he allegedly abused the girl and it ended before his arrest last month, court records show.

Chan Woo Hwang, 30, was arrested Tuesday at his home near Grants Pass. The Washington County Sheriff's Office said Hwang is accused of using secret recordings to blackmail women.

During the investigation, detectives learned that Hwang met several women online and agreed to pay them for sex. When he met up with them, he covertly recorded the sex acts and later used the video footage in an attempt to blackmail the victims into additional meetings for sex.

If convicted Hwang faces 96 years in prison and fines. He was charged with the following crimes:

  • Using Child in Display of Sexually Explicit Conduct – up to 20 years imprisonment;
  • Encouraging Child Sexual Abuse in the First Degree – up to 10 years imprisonment;
  • Sexual Abuse in the First Degree (three counts) – 3*up to 10 years imprisonment;
  • Rape in the Second Degree – up to 10 years imprisonment;
  • Sodomy in the Second Degree (two counts) – 2*up to 10 years imprisonment;
  • Luring a Minor – up to five years imprisonment;
  • Commercial Sexual Solicitation – up to $6,250 fine and/or 1 year in jail.

Hwang was lodged at the Josephine County Jail, where he remains. His bail is set at $1,012,500. This case will be prosecuted by the Washington County District Attorney’s Office and will proceed upon Hwang’s transfer to the Washington County Jail.

The Washington County Sheriff's Office said they believe there could be other victims and ask anyone with more information to contact their detectives at 503-846-2500.
