The vague wording "to help people meet their basic needs" sparked criticism from the Republicans. And although later Roberta Jacobson, the White House's outgoing southern border coordinator, told Reuters, that the United States would not distribute checks to citizens of other countries, Kevin McCarthy, the top Republican in the U.S. House of Representatives called the initiative “insulting”.
